I think an RGB to VGA adapter would be better, but they are much more expensive, and few are fast enough to handle the quick changes in display area that you get with a home computer running games or demos. But with S-video it is good for its price. In the office we've got a variety of different monitors. And the converter is not perfect, you can get minor artifacts. If it's a type of screen which only works on fixed points it will do as you're seeing. If the screen is able to adapt it will show it. For PAL, the UK system, it sits between two resolutions. With NTSC (US TV) this fits perfectly with a VGA type signal. It's a basic video scalar that double the lines. Which monitor have you tried the converter with? Most good quality monitors should work with this converter as they should adapt to the video output.
When it comes to transmitting video signals to your TV, an HDMI cable is often seen. I purchased a vga to s-video connector cord. I need to convert that VGA out to s-video, which is the available port I have on my projector. However, when I connect my QL with the RGB-SCART (from Retrocomputershack) cable to the unit and a(ny) VGA monitor, I get an on-off-on-off picture, so the screen is shown for 0.5s, then disappears, comes back, disappears and so on.
